Ketu prepares the Life to get freedom again from Upaadhi (material world and Physical Laws) by Moksha Maya.

Why Rahu and Ketu are not given any lordships ?

Answer is that the Rasi Chakra itself  is the Kundali of “GOD”. The element God is complete in itself. Neither a shortcoming nor a desire to achieve something else is with God. Hence Rahu and Ketu can never have authority.

 Rahu ketu are used to spin the energies at rest.
